Telephone rang for three seconds then hung up, strange behaviour.

A person called & said they were calling me back as I had called him. I hadn’t had an$ they said that they must have misdialled. They phoned back again. I repeated that I hadn’t called him. They apologised & said that they wouldn’t ring

I've received this letter as a hospital letter. It has a download, but I'm sure the National Health Service would not use a text to dispatch a letter?

I got a text from this number putting on to be a failed delivery from the post office. Post office using mobile phones, I think not Plus, we have been in all day with two German shepherd dogs neither they nor I heard anyone knock or call the bell.
